Northrop Grumman Defense Systems is seeking a Program Manager 3 to lead its Cross-Domain Solution and Secure Messaging product line and programs within its Strategic and Mobile Command and Control (SMC2) Operating Unit. This individual will report to the Strategic and Nuclear Command and Control Business Area Manager. This position will be located on-site in either Bellevue, NE or Woodland Hills, CA.

The selected candidate will be responsible for leading the product development lifecycle, from initial concept through market launch and establish continued growth. They will define product vision and prioritize product requirements, ensuring alignment with business objectives and customer needs. This includes defining and executing the growth strategy and execution roadmap across the product lines and ensuring successful program execution. The individual should be experienced in software systems engineering processes utilizing an Agile, DevSecOps approach. Frequent travel to various customer sites will be required.

Program Managers are responsible for coordination and management of all phases of execution, from inception (proposal development and initial product concept) through completion (contract closeout and product delivery). Primary responsibilities will include but are not limited to:

+ Lead and manage software/system development and delivery on large, complex cross-domain and secure messaging products consisting of multiple Agile Teams.

+ Establish, maintain, and expand strong customer relationships with open communication. This will include regular travel to customer sites.

+ Develop and execute a comprehensive product growth strategy to increase profitable sales and market share.

+ Support capture activities and quote/proposal development.

+ Ensure successful management of program objectives including cost, schedule, and performance

+ Cultivate a culture of individual and organizational continuous improvement

+ Focus on the timely delivery of working software and systems

+ Prepare and deliver contract deliverables and progress reports

+ Manage complex risks/issues and develop risk mitigation and corrective action plans

+ Develop and deliver presentations to customers, management, and program stakeholders

+ Execute on a variety of contract types (FFP, CPFF, T&M)

+ Negotiate and establish schedule milestones, payment, and other key contract terms and conditions.

**Basic Qualifications:**

+ Bachelors degree with 9+ years of experience or Masters degree with 7+ years of experience leading successful, complex programs in a high-tech development environment with cross-functional teams. 13 years relevant experience may be considered in lieu of a degree.

+ Minimum of 5+ years of experience successfully managing programs implementing software applications using Agile methodologies.

+ Active Secret Clearance

+ Strong leadership background and the ability to lead diverse teams.

+ Experience developing and executing a product or business strategy and roadmap to drive profitable growth.

+ Demonstrated success in building and maintaining strong customer relationships, preferably with the DoD and US Government customers

+ Strong written and oral communication with experience presenting to customers and business leadership

+ Experience overseeing multi-functional teams with at least 5-9 team members each

+ Experience leading projects utilizing Agile/DevSecOps methods and tools

+ Demonstrated success aligning teams, organizations, and employee resource groups to achieve a common goal.

+ Ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages them throughout the lifecycle of the program.

+ Ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.

+ Ability to obtain a Top-Secret clearance and Sensitive Compartmented Information (SCI) eligibility

**Preferred Qualifications:**

+ BS or MS degree in a STEM discipline

+ MA or MS with 10+ years of experience managing programs

+ An active Top-Secret clearance with Sensitive Compartmented Information (SCI) eligibility

+ PMI PMP certification

+ PMI-ACP certification

+ Capture planning and proposal development experience

+ Commercial product development experience

Salary Range: $161,500.00 - $242,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
