This position will provide personal financial services at assigned military installations. Primary responsibilities include the full breadth of personal financial counseling services to military service members and their families at military installations. Services include education and counseling addressing financial services that may include, but are not limited to, one-on-one counseling, consultation with a commander or with another provider or staff, conducting briefings and presentations, or providing referral resources to a participant outside the context of a counseling session. Works closely with the installation and military branch Points of Contact (POC) to assure that the program is providing within scope and meets the needs of the installation.
+ Provides personal financial counseling and management services directly to service members and their families.
+ Assists service members in establishing a spending plan for extended absences.
+ Develops and makes available informational financial materials to service members and families.
+ Coordinates, publicizes and provides a wide variety of Personal Financial Management classes/workshops, e.g., topics across the military lifecycle, including, but not limited to, arrival at first duty station, pre- and post-deployment, and personal and career events outlined in DoDI 1322.34.
+ Responds to requests for age-appropriate classes or seminars.
+ Possess the skills to effectively utilize virtual counseling or other electronic modes of communication, such as web based, secure online chat, or video-based communications and secure video teleconference sponsored by the customer. Virtual PFC support may only be authorized by OSD FINRED Program office.
+ Manages duty to warn situations according to Department of Defense (DoD) protocol.
+ Communicates with leadership and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
+ Participates in regular in-services/training, quality improvement committees or other contract activities as assigned/appropriate.
+ All other duties as assigned.

POSITION SUMMARY
This position participates in activities associated with the stroke registry, including data gathering, data abstraction, timely and accurate data entry/coding, data validation and reporting that meets stroke center requirements. Serves as a member of the multi-disciplinary stroke team to support patient quality and performance improvement initiatives.
CORE FUNCTIONS
1. Collects required information for all stroke patients meeting inclusion criteria by reviewing multiple sources including medical records, EMS records, and various hospital software programs. Abstracts required data elements including basic patient demographics, clinical procedures, clinical and diagnostic results. Enters data accurately related to the stroke patient’s history, diagnosis, therapy and outcome.
2. Complies with Det Norske Vertitas (DNV) and/or Joint Commission Comprehensive and Primary Stroke Certification core measures for patients with a primary diagnosis of Stroke. Complies with applicable standards and regulary requirements set forth by accrediting organizations. Contributes to initiatives related to quality improvement and certification readiness.
3. Uses scaling and scoring tools such as current International Classification of Diseases codes (ICD), the Abbreviated Injury Scale (AIS) developed by the Association for the Advancement of Automotive Medicine (AAAM), and Injury Severity Score (ISS). Codes injuries and procedures for the database as required for clinical care, research, benchmarking and accreditation. Ensures the hospital remains compliant with all applicable standards related to the respective State registry, American College of Surgeons, National Trauma Data Bank, Trauma Quality Improvement Program (TQIP) and trauma center accreditation.
4. Maintains the Stroke Registry database in compliance with state regulations and accreditation requirements. Assists team with documentation and management of the registry database as it relates to clinical research, benchmarking and accreditation.
5. Develops and produces timely information/reports as requested and contributes to timely data submission to national and state agencies to ensure accreditation/verification/designation statuses are maintained.
6. Works as an integral part of the stroke quality and performance improvement program. Identifies opportunities for improvement and/or areas of concern commensurate with level of training/knowledge/experience.
7. Works independently under limited supervision. This position functions at assigned facility and has no budgetary responsibilities. Internal and external customers include physicians, clinical staff, facility employees, stroke team members, state and national agencies.
MINIMUM QUALIFICATIONS
High school diploma, or equivalent.
Requires a level of education equivalent to that of a Registered Health Information Technologist (RHIT) or certified coder, including advanced education in medical terminology, anatomy and physiology.
Experience in coding, abstracting and data management as normally acquired over two or more years of clinical and/or experience in a coding or clinical data management position.
Ability to interpret and comprehend information contained within the patient’s medical record and to find all required data elements for the stroke registry. Ability to abstract registry data from patient’s medical/health record using standard setters regarding abstracting and coding procedures.
Exceptional data entry and data management skills are required with a high degree of accuracy. Ability to work effectively with standard office software, electronic medical records system and databases, spreadsheet and graphical programs.
Must possess excellent organizational, written and verbal communication skills.
Ability to prioritize multiple work projects and tasks.

**Job Summary**
The Registrar supports patient care by accurately capturing and verifying demographic and insurance information through both in-person and telephone interactions.
